You´ve got me puzzled as well !! Is it round the back of Westminster Abbey or The houses of Parliment from somewhere different.It looks like the place where all the guys from the TV news stand when they´re doing an interview with an MP !!

What a beautiful composition here! I love the repeated order of windows from all three levels. And the building's massiveness is softened by the trees opposite. And both the building and trees are a nice contrast to the all-blue sky.
